Kann man die Staatsbürgerschaft und das Aufenthaltsrecht in einem Staat kaufen?
Ja, kann man. Malta verkauft die Staatsbürgerschaft für 1,15 Mio. Euro – so „DIE ZEIT“ (vom 29.4.2015, S. 28). Neu ist das nicht:
„Malta steht nicht allein. Auch Zypern verkauft seine Staatsbürgerschaft für drei Millionen Euro. Billiger ist es in Bulgarien: Wer 500.000 Euro investiert, kann ohne Sprachkenntnisse eingebürgert werden. Großbritannien vergibt gegen eine Investition von einer Million Pfund zunächst ein Visum, nach fünf Jahren unbegrenztes Aufenthaltsrecht und nach sechs Jahren den Pass.
